What Is the Strategy?

The Community-Led Local Development (CLLD) Strategy of FLAG Ruse – Ivanovo – Borovo for the 2023–2027 programming period is the Association’s key strategic document, setting out the framework for the sustainable development of the territory. It has been developed on the basis of a comprehensive analysis of the socio-economic situation, local resources, and the potential of the fisheries communities, as well as through the active participation of stakeholders from the public, private, and non-governmental sectors.

The main objective of the Strategy is to foster a sustainable blue economy and promote the effective use of local resources as a foundation for economic growth, environmental protection, and an improved quality of life for local communities.

Through the implementation of the Strategy, support will be provided for projects aimed at developing the fisheries and aquaculture sector, diversifying the local economy, promoting innovation, and strengthening cooperation among local communities and stakeholders.

The Strategy follows the principles of the Community-Led Local Development (CLLD) approach, which places local people at the heart of decision-making and encourages their active participation in the planning and sustainable development of the territory.

Specific Objectives of the Strategy

Sustainable Development of the Fisheries and Aquaculture Sector

Strengthening the competitiveness of local fishers and aquaculture producers through modernisation, innovation, and increased value added to fisheries and aquaculture products.

Diversification of the Local Economy

Creating new economic opportunities beyond the traditional fisheries sector, including the development of small businesses, services, and alternative forms of employment.

Environmental Protection and Sustainable Resource Management

Promoting the sustainable use of natural resources, conserving biodiversity, and improving the environmental condition of aquatic ecosystems.

Tourism Development and Promotion of Local Identity

Promoting the region through sustainable tourism based on fisheries, as well as its natural and cultural heritage.

Improving Quality of Life

Enhancing local infrastructure, public services, and the social environment in order to retain the local population and improve living standards.

Promoting Partnerships and Community Participation

Encouraging the active involvement of local communities, public institutions, businesses, and civil society organisations in the planning and implementation of local development projects.

Who Can Apply

Eligible beneficiaries include individuals and organisations that are registered and/or carry out activities within the territory of FLAG Ruse – Ivanovo – Borovo, including:

  • Municipalities and public authorities;
  • Micro, small, and medium-sized enterprises (MSMEs);
  • Farmers and fishers;
  • Non-profit legal entities.

Eligibility requirements are specified individually for each call for proposals under the Strategy.

Eligible Activities

The FLAG Strategy supports a wide range of activities aimed at promoting the sustainable development of the local economy, protecting natural resources, and improving the quality of life across the territory.

Investments in Fisheries and Aquaculture

  • Modernisation of fisheries and aquaculture holdings and equipment;
  • Improvement of working conditions and occupational safety;
  • Enhancing the quality and added value of fisheries and aquaculture products.

Diversification and Development of the Local Economy

  • Creation of new economic activities and services;
  • Development of small businesses and entrepreneurship;
  • Promotion of alternative sources of income, including activities beyond the fisheries sector.

Tourism and Local Development

  • Development of fisheries, eco-tourism, and cultural tourism;
  • Promotion of the local natural and cultural heritage;
  • Creation of tourism services and visitor attractions.

Environmental Protection

  • Environmentally friendly and energy-efficient solutions;
  • Protection of water resources and biodiversity;
  • Green investments and innovation.

Innovation and Digitalisation

  • Introduction of innovative technologies;
  • Improving product traceability;
  • Development of digital skills and digital solutions.

Cooperation and Partnerships

  • Joint projects involving different organisations;
  • Exchange of experience and best practices;
