What Is FLAG?
FLAG Ruse – Ivanovo – Borovo (Fisheries Local Action Group) is a non-profit legal entity established to carry out activities in the public interest. It brings together representatives of the public, private, and civil society sectors with the shared goal of promoting the sustainable development of the fisheries area.
FLAG implements the Community-Led Local Development (CLLD) approach by encouraging the active participation of local communities in the planning and implementation of development initiatives and projects. Its primary role is to manage and implement the CLLD Strategy, financed under the Maritime Affairs, Fisheries and Aquaculture Programme 2021–2027.
The activities of FLAG are focused on fostering a sustainable blue economy, supporting local businesses, protecting the environment, and improving the quality of life of people living within the covered territory.

FLAG Ruse – Ivanovo – Borovo aims to promote the sustainable development of the fisheries area through the effective use of local resources and potential. Its activities focus on fostering the blue economy, encouraging economic growth and entrepreneurship, protecting the environment, and improving the quality of life of local communities.
Main Activities
To achieve its objectives, FLAG:
- Develops and implements the Community-Led Local Development (CLLD) Strategy;
- Organises and manages project selection procedures;
- Supports local beneficiaries in the preparation and implementation of projects;
- Promotes entrepreneurship and job creation;
- Encourages innovation, digitalisation, and sustainable practices;
- Fosters cooperation among the public, private, and civil society sectors;
- Promotes funding opportunities and disseminates the results of the Strategy’s implementation.
FLAG Members
FLAG Ruse – Ivanovo – Borovo brings together representatives of the public, private, and civil society sectors who operate within the FLAG territory and share its objectives.
FLAG members include:
- Municipalities and public authorities;
- Micro, small, and medium-sized enterprises (MSMEs);
- Farmers and fishers;
- Non-profit legal entities.
Membership is voluntary and is based on the principles of equality, partnership, and active participation in the development of the local community.
FLAG Membership
Membership in FLAG Ruse – Ivanovo – Borovo is open to all interested individuals and organisations that meet the requirements set out in the Statutes and carry out activities within the FLAG territory.
Applicants for membership must submit a membership application, which is reviewed by the competent governing body of the Association in accordance with the established rules.
FLAG members have the right to participate in the governance of the Association, to be informed about its activities, and to take part in the implementation of initiatives and projects.
