On 10 October, at 10:00 a.m., a Constituent Assembly for the establishment of the Local Fisheries Action Group Ruse – Ivanovo – Borovo (FLAG Ruse – Ivanovo – Borovo) will be held in the Round Hall of Ruse Municipality.
The event is part of the implementation of Administrative Contract No. MDR-IP-01-172 of 13 September 2024, concluded under the Maritime Affairs, Fisheries and Aquaculture Programme 2021–2027, financed by the European Maritime, Fisheries and Aquaculture Fund (EMFAF).
The establishment of FLAG Ruse – Ivanovo – Borovo is the result of the Partnership Agreement signed between Ruse Municipality, Ivanovo Municipality, Borovo Municipality, and representatives of the local business and non-governmental sectors. The initiative is implemented under Call for Project Proposals No. BG14MFPR001-3.001 “Capacity Building and Preparatory Actions in Support of the Development and Future Implementation of Community-Led Local Development (CLLD) Strategies.”
The purpose of the Constituent Assembly is to establish the public benefit non-profit association “FLAG Ruse – Ivanovo – Borovo”, which will work towards the sustainable development of the region by supporting projects in the fisheries and aquaculture sector. The initiative aims to improve economic opportunities and the quality of life of local communities by promoting job creation and encouraging innovation within the sector.
All interested parties—citizens, business entities, and non-profit organisations from the municipalities of Ruse, Ivanovo, and Borovo—are invited to participate in the Constituent Assembly. Participants must identify themselves as representatives of the relevant sector (individuals, legal entities, or municipalities) and bring the required participation documents.

- Copy of a valid identity card;
- Notarised power of attorney, if represented by an authorised representative.
Legal Entities
- Copy of the identity card of the legal representative;
- Resolution of the competent governing body authorising participation in the Constituent Assembly;
- Notarised power of attorney, if represented by an authorised representative.
Ruse Municipality, Ivanovo Municipality and Borovo Municipality
- Copy of the identity card of the authorised representative;
- Resolution of the Municipal Council authorising participation in the Constituent Assembly.
